When Compared to Their Collective 2024 Counts
HUD has yet to publicly post the 2025 Homeless Count results for all Continuums of Care (CoCs) on CoC Homeless Populations and Subpopulations Reports – HUD Exchange.
A search of the 2024 Homeless Count results for all CoCs across all States, Territories, Puerto Rico and District of Columbia on CoC Homeless Populations and Subpopulations Reports – HUD Exchange revealed that 85 CoCs had a 2024 total count that was close to 2,000 or more than 2,000 unsheltered and sheltered adults and children.
An online search of the 85 CoCs for their 2025 total homeless counts revealed that 59, or more than two-thirds of the 85 CoCs, publicly posted their 2025 total homeless count results and are noted in Table 1.
The other 26 CoCs either did not conduct an unsheltered count in 2025, or the online search did not find their 2025 total homeless count results publicly posted if they conducted an unsheltered count.
Each of the 59 CoCs listed in Table 1 counted close to 2,000 or more than 2,000 unsheltered and sheltered adults and children in 2024.
Collectively, the 59 CoCs counted 310,225 adults and children in 2024, representing 40.2% of the 771,488 counted by all CoCs throughout all States, Territories, Puerto Rico and District of Columbia that same year.
Table 1 below compares the 2025 point-in-time homeless count results with those for 2024 for each of the 59 CoCs.
Collectively, the 59 CoCs counted 300,889 adults and children in 2025, which is 9,336 less persons than the 310,225 persons counted in 2024 representing a 3.0% decrease.
Why NY-600 New York City CoC was not Included
Please note that the 59 CoCs do not include NY-600 New York City CoC because it has only publicly posted its 2025 unsheltered count consisting of 4,504 adults and children, which is slightly more than the 4,397 adults and children counted as unsheltered in 2024. Its 2025 sheltered count has not been publicly posted.
In 2024, the New York City CoC counted 132,892 people in emergency shelter and 2,845 in transitional housing for a total of 135,737 adults and children. For comparison, in 2023, the New York City CoC counted 81,108 adults and children in emergency shelter and 2,832 in transitional housing for a total of 83,940, representing a difference of 51,797 persons or 38.1%.
A key reason for the significant increase in the 2024 sheltered count has been the mass arrival of asylum seekers, as noted in NYC homeless shelter population surges 53% amid migrant crisis: mayor’s report.
In a hypothetical scenario, if the New York City CoC 2025 emergency shelter count is 50,000 people less than its 2024 emergency shelter count and thus much closer to its 2023 emergency shelter count, a 2025 to 2024 comparison of the total counts of the 59 CoCs plus the New York City CoC total count would reveal a decrease of 62,074 adults and children which would represent a decrease of 13.8% as shown at the very bottom of Table 1.
A recent article covering the New York City 2026 homeless count states that the “count provides useful data as the city grapples with an estimated population of more than 85,000 unhoused New Yorkers who sought space in city shelters.” The 85,000 unhoused link opens a report from the NYC Department of Homeless Services dated 4/15/2026 noting that the “Total Shelter Census” consists of 83,846 total individuals consisting of 55, 024 adults and 28,822 children.
Final 2025 to 2024 Total Count Comparison
There is a reasonable chance that a comparison of the collective 2025 total count that includes all CoCs throughout all States, Territories, Puerto Rico and District of Columbia to their collective 2024 total count will reveal a decrease once HUD provides the comparative opportunity by publicly posting the 2025 Homeless Count results for all Continuums of Care (CoCs) on CoC Homeless Populations and Subpopulations Reports – HUD Exchange.

*The number 87,396 consists of the 4,504 adults and children counted as unsheltered in 2025 and a hypothetical estimate of 82,892 adults and children derived by subtracting 50,000 persons from the 132,892 persons counted in emergency shelter in 2024. As previously noted, a key reason for the significant increase in the 2024 sheltered count has been because of the mass arrival of asylum seekers, noted in NYC homeless shelter population surges 53% amid migrant crisis: mayor’s report.”
Also, as previously noted, a recent article featuring the NYC CoC 2026 homeless count on March 11, 2026, cites an overall number for people experiencing homelessness, stating: “The HOPE count provides useful data as the city grapples with an estimated population of more than 85,000 unhoused New Yorkers who sought space in city shelters.” The link supporting the 85,000 figure opens a report dated April 15, 2026, which lists a “Total Shelter Census” of 83,846 individuals.
