Awaiting the Official Release of 2019 Homeless Count Results from HUD — Unofficial Results However are Obtainable
While we await the release of the official 2019 point-in-time homeless count results from the U.S. Department of Housing and Urban Development (HUD), the 2019 homeless count results for each Continuum of Care (CoC) was submitted to HUD as part of their 2019 Continuum of Care Program application. The application for funding requires CoCs to submit their point-in-time count results.
Homeless counts consist of the number of sheltered and unsheltered persons counted by all of the country’s approximately 400 Continuums of Care (CoCs).
–More than 150,000 persons were counted in California in 2019,
which represents an increase of 14% when compared to the
California 2017 homeless count as noted in Table 2–
Table 1 below provides the total number of sheltered and unsheltered persons submitted to HUD by each California CoC in their 2019 Continuum of Care Program application.

Table 2 below provides a comparison of the 2017 total number of sheltered and unsheltered persons counted by each California CoC, which were officially released by HUD in 2017, and the 2019 total number of sheltered and unsheltered persons counted by each CoC and submitted as part of their 2019 Continuum of Care Program application.
The reason for comparing the 2019 count results to 2017 instead of 2018 is because HUD requires CoCs to conduct unsheltered counts every other year or odd-number years. Many CoCs also conduct an unsheltered count every year. However, only about half of the 44 California CoCs conducted an unsheltered count in 2018. All CoCs are required by HUD to conduct a sheltered count every year.
Table 2 notes that there was an increase in the number of persons counted in 2019 (151,135) when compared to 2017 (132,559), which represents a 14% increase.
